Russia and Ukraine will sign a new agreement on rearming the Black Sea Fleet, Russian Defence Minister Anatoly Serdyukov told media in Vladivostok on Sunday. Serdyukov agreed that, "there are conceptual differences" how to understand the 1996 basis agreement.
